For properties located in the City of Larkspur that have no street frontage and that are only accessible by stairway or hillside paths, the Fire Chief has the authority to impose some or all of the following requirements for new structures or when twenty-five (25) percent of the existing floor area is to be added in a one-year period. Any of the following requirements (including maintenance) that are imposed on a building project will be recorded on the deed at the Marin County Recorder’s Office.

A. The hill path is to be maintained in a safe and acceptable condition. The stairs must meet the provisions of the California Building Code for the following:

1. Stairway width.

2. Rise and run of the stairway system.

3. Uniformity of stairs.

B. Additionally, landscape illumination-type lighting must be installed that activates upon sensing motion on the stairway. This lighting system will be installed in accordance with the manufacturer’s specification for the number of units and unit spacing.

C. Illuminated address numbers must be located near the roadway. The size and location of the unit must be in accordance with the California Building Code. The lamp(s) must be connected to a permanent power source. The illuminated address system is to be maintained for the life of the structure.

D. The home must be equipped with a modified National Fire Protection Association (NFPA) standard 13-D fire sprinkler system, providing one hundred (100) percent living area and attic space coverage. Installation and maintenance shall be in accordance to the existing City of Larkspur Sprinkler Ordinance (Larkspur Municipal Code Section 14.04.050) and NFPA standards.

E. The fire sprinkler system shall be monitored by an Underwriter’s Listed (UL) central receiving company. It shall be maintained in a state of readiness for the life of the structure.

F. A stand pipe enabling the fire department to supply hand-held attack lines shall be installed adjacent to the hill path initiating at the curb line and terminating near the building. This system shall be installed as per NFPA standards and be capable of delivering five hundred (500) gallons per minute at the terminus. The system shall be designed and certified by a licensed fire protection engineer. It shall be maintained in accordance with NFPA standards for the life of the structure.

G. Ignition-resistant siding materials must be used on the new structure or addition. Application of materials will be in accordance with the provisions set forth in the California Residential Code Sec. R327 and California Building Code Chapter 7A, Materials and Construction Methods for Exterior Wildfire Exposure, of the California Building Code. Additionally, the roof eaves must be enclosed in fire-resistive materials so as to minimize the possibility of embers or radiant heat igniting this vulnerable area.
