Approval by the Planning Commission of the preliminary residential master plan in accordance with the amendment procedures required by this title shall constitute the Planning Commission’s approval of the necessary amendment of the zoning district map(s) establishing an RMP District and their recommendation for adoption to the City Council. In taking this action the Planning Commission may deny the preliminary master plan as submitted, or may recommend adoption of the plan subject to specified amendments or conditions.
