A public library is established in the City of Larkspur in accordance with Education Code Title 1, Part 11, Chapter 5 (Section 18900 et seq.). The library shall be managed by a Library Director who shall report to the City Manager. A Library Board provides advice to the Library Director, and policy recommendations to the City Council, in all matters related to the library.
