The Commission shall elect a Chairperson from among its appointed members for the term of one year, and shall adopt rules and procedures for the transaction of its business. The Commission shall, by resolution, provide for the time and place for holding regular meetings which shall be held at least monthly. Special meetings may be called by the Chairperson or by a majority of the members of the Commission. All meetings of the Commission shall be open to the public. The Commission shall keep a record of its proceedings and of all resolutions, transactions, findings and determinations, all of which shall be public records.
