The office of City Traffic Engineer is hereby established. The City Manager shall be and serve as City Traffic Engineer in addition to their other functions, and shall exercise the powers and duties with respect to traffic as provided in this title. The City Manager may delegate to a member of their organization all or any portion of the duties, responsibilities and authorities provided by this title except that they may not delegate or relinquish their overall responsibility and accountability for results.
