When deemed necessary for the orderly and safe movement of traffic by the City Traffic Engineer, they may erect a yield right-of-way sign at the approaches to an intersection of streets and highways under its jurisdiction which are not through highways, but such yield right-of-way sign shall not be erected upon the approaches to more than one of the intersecting streets.
