Whenever parallel parking is designated upon the surface of any paved street by lines at right angles to the curb with cross bar, or bars parallel with the curb, the space between such right angle lines shall designate and represent an individual parking space or stall, and any person stopping, standing or parking a vehicle upon the area of any street so marked, shall stop, stand or park such vehicle with the two (2) right-hand wheels thereof not more than eighteen (18) inches from the regularly established curb line and in the center of such designated parking space or stall.
