No person shall park or stand on any street any lunch wagon, eating cart or vehicle, or pushcart from which tamales, peanuts, popcorn, ice cream, other articles of food or services are sold or offered for sale without first obtaining a written permit to do so from the City Traffic Engineer which shall designate the specific location in which such cart or vehicle shall stand.
