Pursuant to Vehicle Code Section 22358, the City Council has determined that the prima facie speed limits of twenty-five (25) miles per hour (mph) for City streets in residence or business districts, fifty-five (55) mph for two-lane undivided highways and sixty-five (65) mph for all other highways are more than is reasonable or safe on certain City streets where such limits would otherwise be applicable.
