The purpose of this chapter is to provide specifications and minimum requirements that will promote building security, protect persons and safeguard property, help prevent financial loss by affording resistance to unlawful entry into buildings, and establish crime prevention through building security, pursuant to Section 14051 of the California Penal Code.
