A facility licensed or supervised by any federal, state, or local health/welfare agency which provides twenty-four (24) hour nonmedical care of persons in need of personal services, supervision, or assistance essential for sustaining the activities of daily living or for the protection of the individual in a residential setting. A residential care facility may provide supportive and transitional housing as defined in this chapter and by Health and Safety Code Section 50675.14.
