Moored or anchored vessels shall not be used for human habitation. This regulation does not apply to any vessel situated within or brought into a legal lot in the Tidelands Residential (T-R) Zoning District that has a permanent foundation of a design approved by the City, and where said vessel otherwise conforms with the Larkspur Municipal Code regulations for a residential structure.
