It is the purpose of this chapter to provide regulation of the number and design of storage areas for self-propelled motor vehicles in order to provide adequate parking and loading facilities for residential, commercial and public land uses and structures. Further, it is the purpose to promote the safety of pedestrians as they move to and from their automobiles, ease of ingress and egress of motor vehicles in the parking and loading areas, enhance visual qualities, and reduce community greenhouse gas emissions by providing incentives for zero-emission vehicles and use of transit.
