It is the duty of the City Manager to represent the City in its negotiations and working relationship with the state, the county and other governmental jurisdictions, and to meet with private citizens, business representatives, and organizations seeking information or making suggestions or complaints and resolving any such matters to the best advantage of all parties concerned subject to final action by the City Council on all matters of policy.
