It is the duty of the City Manager to appoint, remove, promote and demote, subject to the rules and regulations of the City personnel code, any and all officers and employees of the City except the City Attorney. (Ord. 1030 § 2(2), 2018; Ord. 481 § 2, 1973; Ord. 321 § 2B(4), 1965)
