Upon finding the office of the City Manager vacant, or to be vacant, the City Council may advertise for applicants for the position for at least thirty (30) days. All applications for the position shall be screened by a committee appointed by the City Council and not less than the top five (5) applicants recommended by the committee shall be interviewed by the City Council sitting in executive session. The successful applicant shall be appointed by resolution of the City Council, carried by the affirmative vote of not less than three (3) members of the City Council.
