Whenever in the judgment of the City Council it becomes necessary in the interest of economy, or because the necessity for a position no longer exists, the City Council may abolish any position or employment in the competitive service. The employee holding such position for employment may be laid off without taking disciplinary action and without right of appeal. Layoff shall be conducted in accordance with the procedures set forth in the personnel rules and regulations adopted pursuant to this chapter.
