Any person managing, conducting or carrying on in the City any business, calling or operation, or rendering any of the services hereinafter in Larkspur Municipal Code Chapters 5.30 through 5.36 set forth, and as hereinafter defined, shall pay the license fee set opposite the name of the business, calling or operation in accordance with the schedule set forth herein, which fees are intended to be and shall be collected for the purpose of raising revenue for the City, and for the purpose of regulating said business, calling or operation for the protection of the public health, morals, safety and general welfare.
