A. Upon receipt of certificate from the Police Chief recommending issuance of an escort service permit under this chapter, the Tax Collector shall issue the escort service permit within fourteen (14) days following the receipt of said certificate if all other requirements for an escort service described in this chapter have been met.

B. If the Police Chief does not issue a certificate recommending issuance of an escort service permit based on their review pursuant to this chapter, the Tax Collector shall not issue the permit; provided, however, that upon request of the applicant, the Tax Collector shall turn the entire matter over to the City Clerk to be handled in accordance with Larkspur Municipal Code Sections 5.34.020 and 5.34.030.
