Every permittee who conducts or assists in conducting any escort service as defined herein shall pay to the Tax Collector a license fee annually, payable in advance. The license fee prescribed in this section is due and payable on a calendar year basis starting forty-five (45) days after the effective date of this chapter prorated with regard to the calendar year on a monthly basis. Fees for new licenses issued after the first day of January 1987 or in any subsequent calendar year shall be prorated with regard to the calendar year on a monthly basis.
