Notwithstanding the provisions of Larkspur Municipal Code Section 6.01.010, there is reserved to the City of Larkspur the matter of its own health and sanitation in any area not in conflict with the matters delegated in Larkspur Municipal Code Section 6.01.010, together with and including the matters of controlling and regulating the collection, treatment and/or disposal of garbage and sewage.
