Whenever it is necessary to cut, remove or in any way damage the pavement of a City street in connection with the installation, inspection or construction of a sewer connection or any other facility, a permit shall first be secured from the Chief Building Official and a fee, established by resolution, shall be paid. Notwithstanding any other provision of this chapter, the provisions and requirements of this section shall apply to all areas of the City, whether or not within the service area of the City sewer system.
