Whenever a sewer connection is made and the fees therefor have not been paid, the City may initiate legal proceedings against the owner to collect such fees including interest on the sum at the rate of prime plus two (2) percent from the date of connection, plus any costs incurred by the City in connection with such legal proceedings.
