It is hereby made the duty of the Public Works Director to abate or to cause to be abated any and all nuisances which may exist within the City, as defined by this chapter, whether the same exists upon any of the public streets, avenues, lanes, thoroughfares or sewer right-of-way, or upon any lot or premises within the City.
