The City Engineer shall, upon receipt of completed application form, plans and other data, review the application and make such field reviews as may be deemed necessary to determine site conditions or the relation of the site to the adjoining properties, and to determine compliance with this chapter and other City ordinances. The City Engineer shall make such recommendation as to approval or denial or conditions thereof as they feel necessary, including the necessity and amount of any required bonding.
