In addition to the findings listed in Larkspur Municipal Code Section 17.24.105 above, tentative maps for the conversions of residential real property to a condominium project, the Planning Commission shall make the following findings:

A. The proposed tentative subdivision map and the supporting documents are consistent with the use permit as required by Larkspur Municipal Code Chapter 18.38.

B. The vacancy rate for multifamily rental apartments in the Lower Ross Valley is not below five (5) percent.

C. The tenants have received notice sixty (60) days prior to the submittal of the tentative subdivision map as required by Government Code Section 66452.8.

D. Any specific changes that have been made or proposed to be made to bring the project into conformance with the codes, standards of the City of Larkspur and/or the conditions of approval of the condominium conversion use permit will not have a significant negative effect upon any existing amenities such as, but not limited to, open space, landscaped areas, recreation areas, or structural appearance.
