All permitted and required off-street parking spaces, open or enclosed, shall be located on the same parcel as the use for which such spaces are required, except that the Planning Commission may, upon application for a use permit, authorize parking spaces provided on other property within a radius of two hundred fifty (250) feet of the parcel.

If the structure or use requiring off-street parking spaces is in one ownership and the land upon which the off-street parking spaces are located is in a different ownership, there shall be recorded in the office of the County Recorder a covenant running with said land. Said covenant shall run to the benefit of the land upon which said structure or use is located and shall be in a form first approved by the City. Said covenant shall provide that the servient land shall continue to provide said parking spaces for so long as the use is maintained on the benefited land. It shall further provide that the servient land shall not be made subject to any other covenant or contract for use without prior written consent of the City.
