For all zoning districts, the requirements for off-street parking and loading spaces for vehicles, as provided in this chapter, shall apply under the following circumstances:

A. Construction of new structures, except accessory structures on residentially zoned properties.

B. Reconstruction and/or remodel and/or expansion of existing structures, except accessory structures on residentially zoned properties, where the total value of the reconstruction and/or remodel and/or expansion of the existing structure exceeds sixty (60) percent of the current replacement value of the original structure, as determined by the City Chief Building Official using the most current ICC assessed valuation data with a regional modifier. Sole replacement and/or upgrading of roofing are not included.

C. Where an existing structure is structurally altered in a manner that increases the parking requirement.
