The requirements established herein are considered to be the minimum needs for the particular uses in the district in which it is permitted, and in all cases where a use permit is required the Planning Commission shall give due consideration to the parking needs of the proposed use as they relate to the particular location, to the end that adequate off-street parking and loading facilities shall be provided. In the case of any structure, the use of which is not specifically mentioned herein, and for which no use permit is required from the Planning Commission, the Community Development Director shall apply the off-street parking requirements for a use most similar to the proposed use or the Community Development Director may refer the determination of parking requirements to the Planning Commission.
