The Director of Finance shall have all the powers, duties and responsibilities with respect to finance previously imposed upon the City Clerk by state law or City ordinance, including, but not limited to, those in Government Code Title 4, Division 3, Part 2, Chapter 4, and Part 3, Chapter 2.
