It is unlawful for any person or persons to intentionally stand, sit or lie in or upon any street, sidewalk, stairway or crosswalk, or to congregate, loiter, crowd or obstruct the public way, so as to impede, hinder, interfere with or prevent the free and uninterrupted passage of persons or vehicles passing over, along or across the streets, sidewalks, stairways, crosswalks, or public ways.
