It is unlawful for any person in any public place or place open to the public view or patronage in the City, to make rude, obscene, or insulting remarks or gestures to any person; to engage in or instigate any quarrel, fight, riotous, boisterous or disorderly conduct, or to cause any deliberate disturbance by a loud continuous noise regardless of the cause of such noise.
