Approval by the Planning Commission of the preliminary development plan in accordance with the amendment procedures required by this title shall constitute the Planning Commission’s approval of the necessary amendment of the zoning district map(s) establishing a P-D District. In taking this action, the Planning Commission may deny the preliminary development plan as submitted and the establishment of a P-D District, or may recommend approval of said plan and the establishment of a P-D District, subject to specified amendments or conditions.
