Approval by the City Council of the preliminary development plan in accordance with the amendment procedures of this title shall constitute the City Council’s approval of the necessary amendment of the zoning district map(s) establishing a P-D District. Alternatively, concurrent with, or subsequent to the adoption of a specific plan, a portion of or all of the specific plan area may be zoned P-D in lieu of adoption of a preliminary plan and the specific plan shall serve as the preliminary plan.
